Dean Morin
P.Eng., M.Sc., B.Sc.
Founder & Lead Technical Instructor
Dean was the Provincial Administrator of Private Sewage Systems for the Government of Alberta in the Ministry of Municipal Affairs from 2016 – 2021. He was instrumental in initiating many of the changes made in the 2021 Alberta Private Sewage Standard of Practice (SOP). Dean’s love for teaching and instructing has been a passion of his within the private sewage industry, having done hundreds of different industry talks over his 25+ year career in onsite wastewater.
Before his role as a Private Sewage Safety Codes Officer, Dean was a environmental remediation consultant at sites in Alberta, the National Parks and the Arctic. Dean is a registered Environmental Engineer in Alberta and completed his Master’s of Science in Geo-environmental Engineering at the University of Alberta.

Dale McLure
Lead Practical Instructor
Dale is the co-owner and lead operator of Sentry Water and Wastewater Solutions, Inc., with more than 30 years of experience in the private onsite wastewater industry. He has designed, installed, repaired, and rehabilitated systems across a wide range of site conditions, soil types, and regulatory environments. His expertise spans conventional gravity systems, pressure distribution, mounds and raised treatment fields, advanced treatment units, lagoons, and complex retrofit and replacement projects. Dale is widely respected for his ability to diagnose failures, adapt designs to real-world constraints, and deliver practical solutions that ensure long-term system performance.
In addition to his extensive field experience, Dale has held multiple leadership roles within the industry, including serving as President of the Alberta Onsite Wastewater Management Association for 12 years. This experience gave him deep insight into the evolution of wastewater education and the persistent gap between classroom learning and field realities. Having spent much of his career correcting systems installed without sufficient practical understanding, Dale is committed to addressing the problem at its source through hands-on, apprenticeship-style training. In COWTI’s field courses, learners gain practical skills, real-world judgment, and the confidence to do the work right the first time.

Monika Karpinska

Monika has been working in education since 2005, with extensive experience in curriculum development, instructional design, and online learning. She holds a Master of Arts from McMaster University and a Bachelor of Education from the University of British Columbia. She currently works as an instructor at Capilano University in the School of Communication.
At COWTI Inc., she is responsible for adapting course content for multiple learning styles, editing materials for clarity and accessibility, managing the learning management system, and supporting new course development and public engagement initiatives, ensuring COWTI’s online programs meet high standards of instructional quality and learner experience.
